Nasty Neighbors

How many of you out there wish that a neighbor or two that lives in your building or next door to you would move far far away and never come back and a nice one would replace them?
I have a couple that lives directly above me and when they first came here they did not put their name on their mailbox, but, were not nice at all. They trashed our porch. They ate  seeds and threw the shells onto our porch and they make so much noise. They do not care what time it is. I am the only one that hears them. There is no one here to talk to about it because they do not hear them. I only do. I called the police once and instead of coming to do something they asked me questions. I learned when I had to call them once before that I hung up after I gave them the information. I am not the one at fault. I hate calling the police. They do not do much. The nasty neighbors decided to stay so put their name on their mailbox and park their car half in the spot where we can park our cars and half out. I have a mobility scooter and have to get out but they do not care. They had a succa this year at Sukkot but just made noise after mine was put up and did not go into it. I am sure there are others out there that suffer from nasty people. I wish they would move and nice ones would come in their place. Before they moved in nice ones lived here and then they came. I am worried they may never move. I like it here, and want to stay here. So, I think we should start a support group so we can share our stories about nasty neighbors.
